Where the crawl has been encapsulated, the sump is part of a larger system, and it matters whether the liner, the perimeter drain and the pump were ever designed to work together. Near the marsh the groundwater level moves with the tide as well as the rain, so a pump can look fine on a dry afternoon and be overwhelmed at high water after a storm. Close to the marsh it can. Groundwater levels near tidal creeks rise and fall with the water in them, and a heavy rain arriving on a high tide leaves nowhere for the water to drain. That is why a crawlspace can be dry through an ordinary storm and flood in one that arrives at the wrong hour.
It should not have standing water. Some seasonal dampness in humid air is normal, but water pooling on the ground keeps the wood and insulation above it wet, and in this climate that stays wet a long time. A pump handles what gets in; grading, gutters and a vapor barrier reduce how much arrives.
Short cycling, mostly. A check valve that does not hold sends the discharge water back to the pit, so the pump restarts constantly and the motor wears out years ahead of schedule. Debris in an unlined pit and a float that catches on the pipe are the other two frequent causes.
